EMA Deputy Director

This is very responsible work assisting with directing and coordinating all emergency management and homeland security activities for Marshall County government.  The incumbent is tasked with assisting with the administration of comprehensive emergency management and homeland security issues designed to reduce the vulnerability of citizens and communities of Marshall County to damage, injury, or loss of life and/or property. Activities associated with the job include assisting with the coordination of emergency response agencies and maintaining a state of readiness to adequately respond to emergencies occurring within their jurisdiction.  Additional responsibilities include assisting with the daily operations of the office of Emergency Management, answering emergency calls, and directing activities in the Emergency Operations Center when required.  The incumbent also assists with supervising the activities of administrative staff and EMA volunteers, is expected to respond to all public emergencies in a timely manner and assumes all responsibilities of the Director in his/her absence. Job related duties require thorough knowledge of public emergency regulations and procedures promulgated by the Stafford Act, SARA Title III, OSHA 1910, TEMA and FEMA and educational programs pertaining to public safety awareness, thorough experience in disaster preparedness and supervising the activities of staff, some experience in grants management and strong organizational, interpersonal, and decision-making skills.  Job performance is evaluated by the EMA Director through review of the state of emergency preparedness, coordination with county directors, local officials, and emergency response agencies, effectiveness of safety education programs presented to the public and organizational, interpersonal, and decision-making skills.
Illustrative Examples of Work
  • Assists with developing and maintaining an Emergency Operations Plan in coordination with the LEMD/CLEO and various city and county agencies to effectively maintain a state of readiness for public emergencies.
  • Assists with providing a system for the mitigation of and/or preparedness for the recovery from natural and/or manmade disasters.
  • Assists with assigning duties and directing the revision and/or update of the local emergency operations plan and field operating guides in conjunction with elected and appointed local government officials and private volunteer and civic organizations.
  • Assists with evaluating the capacity of local emergency response agencies and local government to respond to various public emergencies and making recommendations for capital expenditures and/or emergency response services.
  • Ensures compliance with the National Incident Management System (NIMS) including the submission of all required reports.
  • Assists with coordinating a program, policy execution and emergency management enforcement for the Mayor within the jurisdiction and establishing a “unified command” EOC when more than one jurisdictional entity is supporting the emergency.

Necessary Requirements of Work
Graduation from an accredited two year college with an Associate’s Degree supplemented by at least three years’ experience in emergency management operations, disaster planning, public safety, hazardous materials operations, personnel management and public relations; successful completion of FEMA’s Emergency Management Institute’s Professional Development Series training and the National Incident Management System (NIMS) training to include ICS700, ICS800, ICS200, ICS300 and ICS400; successful completion of all state or federally mandated training pertaining to position; or any equivalent combination of education, training, and/or experience to provide the following knowledge, abilities and skills:
  • Thorough knowledge of the Emergency Operations Plan including all established emergency response procedures and protocols.
  • Thorough knowledge of the National Incident Management System including all operational procedures and reporting requirements.
  • Thorough knowledge of public emergency response procedures and regulations as established by FEMA and TEMA.
  • Thorough knowledge of federal and state laws and regulations including the Stafford Act, SARA Title III, OSHA 1910, and applicable TCA statutes.
  • Thorough knowledge of local emergency response agencies and providers and their existing capacity to respond to public emergencies.
  • Thorough knowledge of emergency response and safety education programs and materials available for dissemination to the public.
  • Thorough knowledge of local and regional infrastructure including rail lines, pipelines, utility corridors and public utility infrastructure.

Necessary Special Requirements
  • Must be at least 18 years of age and not be convicted of or plead guilty of a felony.
  • Possession of a valid Tennessee Driver’s license and the ability to be insured at standard vehicle liability rates.
  • Designation as a Certified Emergency Manager (CEM) from the International Association of Emergency Managers or Certified Emergency Management Professional (CEMP) from the Emergency Management Association of Tennessee preferred.
  • Must maintain a valid Emergency Medical Responder (EMR) or above license.
  • Must be a resident of Marshall County or be willing to relocate within six months.
  • Must maintain certification as a Hazardous Material Technician or Specialist through TEMA.
  • Must have training as an advanced extrication technician.
  • Must complete annual state required and approved emergency vehicle driver training.
  • Emergency Management Association of Tennessee Membership
  • Must attain and maintain certified instructor status with TEMA and TARS.
  • Must complete annual Title VI training.
  • TFACA Fire Chief Orientation Training.
  • Obtain Response to Terrorism Training.
  • Complete School Safety Awareness Training.
  • Become a TN Safe Schools mentor.
  • Weapons of Mass Destruction Training.
  • Mass Casualty Training.
  • Must complete within two (2) years of appointment the FEMA National Emergency Management Basic Academy.

TEMA has determined that the following courses are the minimum basic requirements within 24 months for a Local Emergency Management Deputy Director:
  • Fundamentals of Emergency Management
  • National Fire Academy Incident Command System
