EMA Director
This is very responsible work directing and coordinating all emergency management and homeland security activities for Marshall County government. The incumbent is tasked with administering and directing a program of comprehensive emergency management and homeland security issues designed to reduce the vulnerability of citizens and communities of Marshall County to damage, injury, or loss of life and/or property. Activities associated with the job include the coordination of emergency response agencies and maintaining a state of readiness to adequately respond to emergencies occurring within their jurisdiction. Additional responsibilities include overseeing and assisting with the daily operations of the office of Emergency Management, answering emergency calls, and directing activities in the Emergency Operations Center when required. The incumbent also supervises the activities of the Deputy EMA Director and EMA volunteers and is expected to respond to all public emergencies in a timely manner. Job related duties require extensive knowledge of public emergency regulations and procedures promulgated by the Stafford Act, SARA Title III, OSHA 1910, TEMA and FEMA and educational programs pertaining to public safety awareness, thorough experience in disaster preparedness and supervising the activities of staff, experience in grants management and excellent organizational, interpersonal, and decision-making skills. Job performance is evaluated by the County Mayor through review of the state of emergency preparedness, coordination with county directors, local officials, and emergency response agencies, effectiveness of safety education programs presented to the public and organizational, interpersonal, and decision-making skills. Job activities are also regularly reviewed by TEMA and FEMA.

Necessary Requirements of Work
Graduation from an accredited college with a Bachelor’s degree; or an Associate Degree supplemented by at least two years’ experience in emergency management or a related field; or have four years full time experience in emergency management or a public safety field that includes progressively responsible emergency management operations, disaster planning, public safety, hazardous materials operations, personnel management, and public relations. It is preferred that the candidate have a minimum of ten years’ experience in a related field with at least five years in a management position. The candidate shall have successful completion of FEMA’s Emergency Management Institute’s Professional Development Series training and the National Incident Management System (NIMS) training to include ICS700, ICS800, ICS200, ICS300 and ICS400; successful completion of all state or federally mandated training pertaining to position; or any equivalent combination of education, training, and/or experience to provide the following knowledge, abilities, and skills:

Illustrative Examples of Work
- Serves as the LEMD and develops and maintains an Emergency Operations Plan in coordination with various city and county agencies to effectively maintain a state of readiness for public emergencies.
- Provides a system for the mitigation of and/or preparedness for the recovery from natural and/or man-made disasters.
- Assigns duties and directs the revision and/or update of the local emergency operations plan and field operating guides in conjunction with elected and appointed local government officials and private volunteer and civic organizations.
- Evaluates the capacity of local emergency response agencies and local government to respond to various public emergencies and makes recommendations for capital expenditures and/or emergency response services.
- Ensures compliance with the National Incident Management System (NIMS) including the submission of all required reports.
- Coordinates program, policy execution and emergency management enforcement for the Mayor within the jurisdiction and establishes a “unified command” EOC when more than one jurisdictional entity is supporting the emergency.
- Requests the initial declaration of a state of emergency by the Mayor or by higher authority when necessary and arranges for the steps of succession to restore continuity of government and local jurisdiction control to manage the “local state of emergency.”

- Extensive knowledge of federal and state laws and regulations including the Stafford Act, SARA Title III, OSHA 1910, and applicable TCA statutes.
- Extensive knowledge of local emergency response agencies and providers and their existing capacity to respond to public emergencies.
- Extensive knowledge of emergency response and safety education programs and materials available for dissemination to the public.
Necessary Special Requirements
- Must pass a criminal background check prior to employment.
- Must be at least 18 years of age and not be convicted of or plead guilty of a felony.
- Possession of a valid Tennessee Driver’s license and the ability to be insured at standard vehicle liability rates.
- Designation as a Certified Emergency Manager (CEM) from the International Association of Emergency Managers or Certified Emergency Management Professional (CEMP) from the Emergency Management Association of Tennessee preferred.
- Must maintain a valid Emergency Medical Responder (EMR) license or above.
- Must have training as an extrication technician.
- Must complete annual state required and approved emergency vehicle driver training.
- Must be a resident of Marshall County or be willing to relocate within six months.
- Emergency Management Association of Tennessee Membership.
- Must have completed the 16-hour OSHA training class.
- TFACA Fire Chief Orientation Training as required by the State within one (1) year of obtaining position.
- Response to Terrorism Training.
- School Safety Awareness Training.
- Weapons of Mass Destruction Training.
- Mass Casualty Training.
- Within two (2) years of appointment must complete FEMA National Emergency Management Basic Academy.
